Probably not unless they move some payroll first, since as much as the Rays have said they're okay with spending more than usual, their first choice to be to cut some salaries down.

I guess it depends what you mean by "significant," since obviously a big blockbuster signing is likely not happening.  But, if Tampa moves some money off the books and then makes another signing for an Eflin-esque salary? Maybe.

Getting Tatis off the books and landing two premium prospects?  That absolutely gets SD's attention.  As much as Tatis has rebuilt some of his value, the Padres' financial difficulties probably mean that they'd be open to moving him before the real big money kicks in on his contract

Probably not, on a couple of levels.  If Chicago moves Cease, they'll want to maximize their return in terms of young players who can help them return to credibility quickly.  Attaching Moncada in a salary dump deflates some of Cease's trade value.

For Atlanta in particular, what would they do with Moncada?  Their infield is full, and trying him in LF doesn't seem likely.  Anthopoulos could maybe try to flip Moncada somewhere else or bring in a third team for the trade, but that's pretty complicated to manage

There's been some speculation about this online, but I don't really see why Toronto would move Bichette.  They already need hitting and infield help, so they're going to move their best hitter and someone who made good defensive improvements as a shortstop?
Unless the Jays are planning a modern version of the Carter/Alomar for McGriff/Fernandez blockbuster, I don't see it

Some teams have better scouting operations set up overseas, giving them an edge in evaluating and attracting such talent.  Obviously not impossible for a team to revamp its international scouting team and get more involved in markets in Japan and elsewhere, but some of the bigger-market clubs obviously have an inherent financial edge too

Related to my earlier question about Moncada/Cease, the Brewers are similarly not going to lower the trade value of their two biggest chips by attaching Yelich in a trade.

Granted it's a bit of a different situation here since Yelich is owed a lot more money than Moncada, but that's still not a deal I see Milwaukee making
Now, would LA make a play for Burnes by himself, Adames by himself, or both combined?  Absolutely possible or even probable
