I think a big part of it is that the information teams now have during development allows them to much more accurately judge the quality of prospects, particularly the top ones.

It's just not as much as a crapshoot any more and the smart teams know the value of having youth contributing at the majors under rookie deals

but I have a soft spot for him from his days in STL and he has made some notable improvements -
